Allison Inquiry | Dr. Gary Davidson | Day 4 September 11th, 2026

Dr. Gary Davidson, a former emergency department chief who chaired Alberta's COVID-19 pandemic response data review, explains how the government-commissioned review worked and what it found about decision-making. He presents its recommendations on informed consent and on ending vaccination of healthy children, and says he lost his university post over his stance.

Dr. Gary Davidson, an emergency physician for over 16 years and Chief of the Emergency Department at Red Deer Regional Hospital from 2016 to 2020, chaired the Alberta COVID-19 Pandemic Response data review, which reported on January 24, 2025. He explains that it was a data review commissioned after the premier's 2022 letter, not a formal inquiry, so people could not be compelled to answer. It examined nine areas, including data governance, vaccines, therapeutics, masking and lockdowns, asking what data supported each decision. Davidson says it found that data flowed in a circle from Health Canada, that only 8 of 109 requested decision-makers were interviewed, and that those who implemented directives said they had not read the primary research behind them. He says he was the primary author of the therapeutics chapter, describes Alberta's ivermectin directive as unsupported by the research it cited, and says he lost his professorship after prescribing it and sharing trial data with colleagues. He presents two recommendations from the report: halting COVID-19 vaccines without full disclosure of safety and efficacy to patients, and ending them for healthy children and teenagers, as other countries have done. MPs ask how to restore trust in medicine and why Canada has not changed its position. The full report is entered as an exhibit.
